The brutal and mysterious sea creature, Hammerhead, has struck land in Infinity City and is carving a swath of destruction. The protectors of Earth, The Legion, are off-world and presumed missing-in-action. The police are no match for this new threat. Since the law forbids ultras(those with extra-normal abilities) from using their abilities in public, who will protect the people?

Our titular heroines are scattered and have yet to meet, but in order for Hammerhead to be stopped they must unite!
